Fungus growth on a fallen branch.
When I first moved into this house, I asked the gardener to ring-bark a Syringa Tree that was growing in the back yard.  Within weeks a similar Fungus started to grow below the section where the bark was removed. After about three months the tree was dead and ready to be cut down.
It is said that this fungus is the first sign of an unhealthy, dying tree, and I guess we proved it.
